Cheap deterrent

It has been suggested that someone in authority who spiels out scare stories about things that ‘could’ happen should have their fingers (both hands) stamped upon forcibly if the disaster fails to occur. Sounds fair enough.
    The old saw about ‘If wishes were horses, beggars would ride’ needs to be reworked into something super-sarcastic about ‘coulds’.
