17 years ago, the New Labour wonks at the Home Office realized that the millions of pounds of taxpayers’ cash which had been blown on making criminals apologize to their victims had been wasted. A ‘repentant’ criminal was just as likely to seize an opportunity to offend again as an unrepentant one.
