Round & round they go

The existence of an apparent make-work scam at the Houses of Parliament has been revealed. Well documented works of art are moved around until no record of their exact whereabouts remains. Then the audit staff leaps into action; at great expense to the rest of us; to make a show of looking for the lost treasure.
    Meanwhile, more works fall into the pit of obscurity to ensure their continued employment.
