Pointless gesture?

Would sacking the boss of the air traffic control system prevent future disasters? A much better idea would be to cut in half his £1.4 million/year salary every time there’s a disaster to focus him on the job.
    Although, three major disasters on his watch is as good a reason as any for getting shot of him without a HUGE pay-off and it would help to focus the thoughts of the next incumbent.
