Eddie Gravy, the Trivial Post Office Minister who let Horizon Happen, is in favour of giving transpicaters more rights then normals, particularly if they are XY and their targets are XX. Mr. Gravy appears to be hoping to deflect votes away from the green grotters, who also embrace this agenda.
