A year of significance

The Office for National Statistics has declared that the unemployment rate of 4.2% is the lowest  since records began 47 years ago. Which invites us to ask what was it that happened in 1971 to  make the government suddenly decide to make a guess at the unemployment rate something which it needed to know?
