Progress Reversal

Desperate for public sector jobs(?), the city of Manchester has launched an inquiry to find out (i.e. prove) that the place has become much too posh, it lacks working class participation in creative industries and it is in need of dumbing down.
    NOTE: The upgrading that has gone on in Manchester has to be down to the people there evading the wrecking ball swung so vigorously by Jonah Burnham.
